FunctionMultipliers are used to extend the range of voltmeters. When connected with the voltmeter, the resistances in the multiplier absorb part of the voltage drop, keeping the remaining voltage drop within the range of the voltmeter.
This particular one was used with a two-wire electrometer or electroscope, a relatively rudimentary form of electrometer that can be used as a DC voltmeter.
